I sent this on as a policy suggestion to Senator Obama. It would need a lot of fleshing out, but I thought I would share it with you guys:
I have a policy idea to revitalize the inner cities that I would like you to pass on the Mr. Obama that will not cost any money over time and will change the inner cities for the good. Having lived in both small rural areas and big cities, the biggest thing missing in the inner cities is hope and pride. This policy would change that. Well, here goes:
1) Make available to all people earning less than $30,000 a $5,000 "seed money" loan to start a small business (this could be extended to all areas, but I am specifically thinking of rebuilding the inner cities).
2) This loan would be non-bankruptable like federal student loans so there would be no risk to the Treasury.
3) They would be set up on a 10 year payback schedule so the payments would be easy to handle.
4) If within the first 5 years of beginning the business they were able to expand and hire two employees for at least 6 straight months, the loan would be forgiven, and any principal paid back would be given back to the business owner as a tax credit.
This doesn't sound like much, but it is seed money to transform a society.....a hand up, rather than a hand out. This would help to fill empty boarded up buildings and change some family trees. This small amount would buy some tools for a mechanic, a chair for a hairdresser, or a computer for a ticket sales person.
